The Sikkim Manipal University (SMU), formerly known as the Sikkim Manipal University of Health, Medical, and Technological Sciences, was founded on November 15, 1992, as a result of an agreement between the Government of Sikkim and the Manipal Pai Foundation to provide exemplary education and health care services in Sikkim and across the country. It is the country's first-ever Public-Private Partnership in higher education and health care. There are two campuses at the university: the Medical Campus and the Technology Campus.

The government of Sikkim provides a grant of Rs 2.25 crore per annum for the hospital against which CRH provides free treatment to BPL families and concessional treatment to other residents of the state.

The Sikkim Manipal University was established in 1995 vide the Sikkim Manipal University of Health, Medical and Technological Sciences Act (Act No. 9 of 1995). SMU is recognized by the University Grants Commission under Section2(f) of the UGC Act, 1956 vide letter No. F.9-7/96(CPP-I) dated 9th Dec 1998 and approved by the Government of India. All the courses run by the university are approved by regulatory bodies like the Medical Council of India (MCI), Nursing Council of India, Indian Association of Physiotherapy, All India Council of Technical Education (AICTE), and Distance Education Council.

The Sikkim Manipal University of Health Medical and Technological Sciences (Amendment) Act No. 13 of 2009 was passed by Sikkim Legislative Assembly on 12th Dec 2009 and received the assent of the Governor of Sikkim on the 22nd of January 2010.

The Institute has a well equipped library which caters to the needs of students and teachers. The Library stocks course related books as well as various other general and technical books. The Developing Library Network (DELNET) facility provides on-line access to leading libraries in the country. Some of the facilities include well ventilated classrooms, recreational areas, hostel facility for boys and girls, indoor and outdoor games, stocked library, seamless internet connectivity, medical facilities etc.
